TIRANA, Dec 19 /ATA/ The Agency for the Management of Seized and Confiscated Assets (AAPSK) and its Chief Administrator will carry out the sale procedures for seized and confiscated assets themselves, as well as execute the corresponding contracts thereafter, in accordance with the law on public auctions.
The government has released a draft law for public consultation to enhance the management of seized and confiscated assets. The revisions expand the scope to include assets seized not only by judicial authorities but also by local governments and administrative bodies, encompassing unauthorized buildings and crypto currencies.
The goal of the draft law is to improve efficiency and transparency in managing seized assets, ensuring their economic and social use, and reinvesting the returns back into the community. One key proposal is for AAPSK to directly oversee the sale of assets, reducing bureaucracy and delays caused by the involvement of multiple institutions.
The draft law also entails the establishment of a special fund for unauthorized constructions and outlines clear guidelines for managing seized/ confiscated crypto currencies. The law, which will consist of 14 articles, will be enforced by the Ministry of Internal Affairs and AAPSK, with support from the relevant ministries during implementation.
This step is expected to strengthen the protection of public interests, improve asset management, and increase revenues for the state budget by ensuring a more efficient and transparent system for managing seized and confiscated assets. /j.p/sm/
