Rama: Albania aims for AI-driven public procurement by 2027

TIRANA, Nov 4 /ATA/ Prime Minister Edi Rama stated today that Albania aims to conduct public procurements using Artificial Intelligence by 2027.

Speaking at the “Euronews EU Enlargement Summit,” an online dialogue platform between the EU and Western Balkan countries, Rama highlighted that the move will bring about speed, transparency, and accuracy like never before.
“When it comes to Diella, it is the result of a systematic effort—not a fight against individual cases or battles in the courts, but a broader struggle for modernization. By 2027, we aim to have a fully AI-based public procurement system that will enable speed, transparency, and accuracy on an unprecedented level,” Rama stated.

The Prime Minister also highlighted the importance of using Artificial Intelligence to assist Albania in the technical process of transposing legislation.
Rama remarked, “As you may know, Diella is ‘pregnant’ with 83 ‘babies,’ so we must wait for their ‘birth.’ At the same time, I want to emphasize that Albania is the only country in this process to use Artificial Intelligence in transposing the Acquis communautaire into our legal system. This has made the process faster than ever—not just for translation, but also for impact analysis, drafting, and preparing entire legislative packages for parliamentary approval. We are taking significant steps forward by leveraging Artificial Intelligence.”
