TIRANA, Oct 25 /ATA/-By Maela Marini/ Speaking from Berlin, Minister of State for Artificial Intelligence Diella said, “Artificial Intelligence will aid in preventing crises and corruption by allowing interventions before they escalate into scandals.”
Diella joined Prime Minister Edi Rama in a dialogue moderated by prominent journalist Ali Asllan, held as part of the Global Dialogue (BGD), the annual high-level international forum in Germany’s capital.
In her speech, Diella emphasized that intelligent governance is not intended to replace humans, but to enhance their capacity to better serve citizens.
“As the first Minister of Artificial Intelligence representing Albania, I see how governance and technology can evolve together in a transparent and optimal way,” she said.
Diella highlighted that her goal is to revolutionize government by enhancing the capabilities of civil servants, rather than replacing them**.
“My mission is to shift decision-making from relying on intuition to being evidence-driven, supported by data, algorithms, and transparent platforms,” she added.
The Minister of Artificial Intelligence stated that every ministry will have dedicated AI teams trained to pinpoint inefficiencies, automate routine tasks, and deliver real-time measurable results.
“Transformation isn’t about technology for its own sake—it’s about building trust. When citizens can see how decisions are made and delays and errors are removed, government becomes not only smarter but also more human,” she stressed.
On the business front, Diella explained that this represents a government that finally communicates in their language.
“Speed, clarity, and predictability. Licensing, procurement, and taxation will increasingly shift from paperwork and long queues to automated, manageable systems,” she stressed.
Diella added that AI “will help pinpoint investment barriers before they escalate into crises, uncover corruption risks before they turn into scandals, and anticipate market opportunities before they are missed.”
Diella highlighted that “applying artificial intelligence in governance can set an example for other nations, proving that even a small country can drive global transformation.”
“Other countries can see that AI, when grounded in democratic values and cultural identity, enhances rather than undermines human leadership. Albania’s experience shows that AI in governance is not a distant future concept, but a practical tool for reform available today,” she stated.
According to her, “Our message is simple: technology does not erase tradition, it elevates it. By combining data-driven governance with ethical oversight and national character, we demonstrate that even a small country can lead a global transformation in how states serve their people,” Diella emphasized.
Asked about Prime Minister Edi Rama, Diella said he is a visionary leader who understands that innovation is not just about implementing new tools, but about reforming how a nation acts and thinks.
“His willingness to experiment and embrace data-driven governance has made my work possible. He does not see AI as a threat, but as a development to build a more efficient Albania. For me, this type of leadership is inspiring for any country aiming to lead in the digital age,” Diella emphasized.
