EU rolls out ICS2 Import Control System to boost customs security

TIRANA, Aug 18 /ATA/ – The European Union is set to embark on full implementation of its new Import Control System 2 (ICS2) on September 1, 2025, extending mandatory customs pre-arrival procedures to all modes of transport -air, sea, road, and rail.

Albanian Finance Minister Petrit Malaj on Monday urged exporters and importers trading with EU countries to prepare for the changes, which aim to enhance border security and combat illicit trade.

ICS2 replaces the older ICS1 platform and requires earlier and more detailed shipment data, enabling tighter customs screening and improved risk assessment.

Malaj said economic operators must have an active EORI number (Economic Operators Registration and Identification), updated IT systems compliant with ICS2, and submit accurate pre-arrival declarations to avoid disruptions.

He encouraged businesses to consult EU customs websites or local customs authorities for guidance on registration and compliance.
