PM Rama: Architects to be held accountable for deviations from approved construction permits

TIRANA, July 28 /ATA/ – Prime Minister Edi Rama warned Monday builders and architects against any attempt to ignore the approved construction permits, emphasizing that they will be held legally accountable for any deviations from the original project.

Speaking at the “NEST” Innovation and Technology Center during a start-up presentation for construction financing, the government head underlined that too many projects deviate from their original plans after receiving permits.

“We want the community of investors and builders in Albania make a significant leap toward the credibility of projects. Projects involving foreign architects have generated great international interest, which is now extending into the investor community. This is no longer just a cultural or architectural interest but a real investment interest,” Rama said.

However, the Prime Minister stressed that alongside the credibility of architects must come the reliability of the projects themselves, delivered exactly as designed – not just obtaining permits based on the architect’s plan only for the final construction to differ from the original design.

“This is a problem currently on the table: how do we ensure projects are carried out faithfully? Architects, investors, and builders put in extensive work to filter and pass projects through the approval process and secure permits, but too often the end result diverges significantly,” Rama added.

He emphasized that these are not minor details but often involve major changes in volume and scope.

“Of course, it is our duty to address this issue with new legal measures, which must include the architect as the guarantor of the project, bearing both moral and legal responsibility for its execution,” Rama concluded.
