PM Rama announces new territorial development law and sector reforms

TIRANA, July 9 /ATA/ – Prime Minister Edi Rama on Wednesday announced the launch of a new legislative reform aimed at strengthening control over territorial development, alongside parallel reforms in water services, waste management, fuel and pharmaceuticals supply, and healthcare.

The legal overhaul aims to tackle illegal land use and unauthorized construction, following nationwide demolitions targeting public space encroachments.

Rama’s statement on the social media came amid ongoing efforts to clear public spaces and tackle illegal land use.

The government head criticized local government authorities for tolerating “captured” lands and unauthorized construction permits that harm communities and cities, often with complicity from local inspections and municipal police, saying “they have become part of the problem.”

The new territorial development law will seek to address these issues comprehensively.

Rama described the reforms as key priorities of his upcoming fourth mandate under the “Albania 2030” vision, which aims at the country’s European Union accession.
