Electronic identification and trusted services: draft law is consulted with financial sector

TIRANA, June 30 /ATA/ As part of the process of drafting the bill “On Electronic Identification, Trusted Services, and the Digital Identity Wallet,” the National Cybersecurity Authority conducted a series of targeted consultation sessions with key stakeholders, including representatives from the financial, fintech, and microfinance sectors, trusted service providers, and public institutions delivering digital services. These entities are expected to play a critical role in the implementation and operationalization of the proposed legislation.

The National Cybersecurity Authority (AKSK) announced that the proposed draft law intends to bring up to speed the existing legal framework governing electronic identification and trusted services, ensuring full alignment with the European Union’s eIDAS Regulation.

“The draft law envisions the establishment of a comprehensive regulatory framework for electronic identification, the implementation of the digital identity wallet as a novel, secure, and interoperable instrument for both citizens and institutions, and the expansion of trusted services encompassing electronic signatures, seals, archiving, and the verification of digital data,” the announcement states.

According to the National Cybersecurity Authority (AKSK), the digital identity wallet—conceptualized as an innovation within this draft law—will enable citizens to securely store and share their personal data, electronically sign and seal documents, access public and private services both domestically and abroad, and manage their digital interactions with full transparency and control.

These consultations aimed to gather concrete opinions, comments, and suggestions from stakeholders to assist in refining the final draft and ensuring its practical enforceability. The contributions received during this process will serve
