Spiropali at Venice Commission’s plenary session: Excellent cooperation with parliament

TIRANA, Dec 6 /ATA/ Parliament Speaker Elisa Spiropali attended the 141st plenary session of the Venice Commission today, at the invitation of the Commission.
Spiropali expressed her gratitude to all the members of this prestigious forum, distinguished international figures in the field of law, for their outstanding and constructive cooperation with the Assembly of Albania.

She highly appreciated the “delivery of opinions in support of the Constitution, focused on strengthening institutions and reinforcing democratic values.”
In today’s plenary session, the Venice Commission is reviewing the request of the Speaker of the Assembly, Elisa Spiropali, whether the Constitutional Court can mandate how a Member of Parliament should vote.
On September 12, the Assembly of Albania was unable to secure the required votes to take the decision on incompatibility of MP Olta Xhaçka’s mandate to the Constitutional Court.

Elisa Spiropali, Parliament Speaker, filed a request to Claire Bazy Malaurie, President of the Venice Commission, seeking an opinion on the interplay between representative parliamentary democracy and the obligation to enforce Constitutional Court rulings.
