Berisha: Fines collected since 2014 under unconstitutional law should be refunded

TIRANA, Dec 5 /ATA/ The Democratic Party chairman, Sali Berisha, has asked the political leaders of the party branches in the regions to hold meetings with the citizens on a day to day basis. He emphasized that opposition representatives need to walk the citizens through their program.

We are required to put in intensive effort, always bearing in mind that the personal warmth of face-to-face meetings and conversations, along with the mud on our shoes from knocking on others’ doors, can never be replaced by the coldness of a screen. For this reason, we must follow through on what we have consistently called for: engaging directly with the citizens.

“Above all, we must outline our emergency program, which I guarantee is entirely doable. After that, we will progressively break down the full program, sector by sector. This will be a program that tackles not only the issues that have mounted but also the challenges ahead, as we are committed to development and to the future,” said Berisha.

Speaking about the developments in Parliament and the Socialist Party’s proposal to forgive fines for illegal constructions in rural areas, Berisha stated that the government should first refund the money it has collected from citizens since 2014 under an unconstitutional law.

“Since several years now, the Constitutional Court has declared the 2014 law, which was used to impose fines, as null and void. What was the ‘KÇK’? All fines must be refunded to the citizens, as they were unlawful and unconstitutional. After collecting tens of millions in fines, they are now revoking their actions. You are obliged to pay the fines back to everyone from whom you collected them since 2014 under an unconstitutional law. This is your responsibility. That’s why I said they have fallen into deep panic,” said Berisha.
