TIRANA, May 20 /ATA/ The Chair of the High Judicial Council, Naureda Llagami, said on Monday that the new strategy drawn up by the High Judicial Council for clearing the case backlog in the courts 2024-2027 requires the commitment of stakeholder.
In her remarks, at the round table held on Monday in Tirana for the launch of this strategy, Llagami said that this strategy gives the citizen what was promised through the justice reform, access to justice system and efficiency.
According to Llagami, this strategy has been consulted with international partners and is based on the good practices of the Council of Europe countries.
“The HJC has come up with an output which, through short-term and long-term objectives, aims to clear the backlog of cases in our courts, approaching for the first time in a strategic, multidimensional and comprehensive way the issue of case backlog, which does not affect only one court, but the core of human rights and rule of law. The backlog is not merely the challenge of HJC, instead it is a national problem of access to justice that requires a comprehensive strategy. It requires a national agreement, just like the day when the Justice Reform was approved. We call for the cooperation of every judge, but also of all powers, the government and the assembly to give the system what we promised to the people in the light of the Justice Reform, not only independence, but also budgetary support,” said Llagami.
“The strategy presented for clearing the case backlog, is not only an output of the HJC, it was drafted and consulted with the Council of Europe, the European delegation, chief judges of courts, local and foreign experts. We are aware that the backlog today is a real barrier for citizens to access justice within a reasonable time line and as you know, it is one of the recommendations of the European Court of Human Rights, regarding the respect of human rights and the trust not only in justice, but also in the rule of law,” said Llagami.
The Chairperson of the HJC described the backlog as a chronic problem of our country. She said it’s time for action.
She went on saying that the measures consist in maintaining the basic function in the short term, aligning with European standards and meeting the needs of society. A successful strategy requires coordination with all stakeholders, with the Ministry of Justice and the Parliament. In this spirit of cooperation, constructive debate, we will see concrete results going forward. Let’s be together once again for the sake of the citizen today,” Llagami said.
