TIRANA, April 9 /ATA/ Minister of Interior Taulant Balla presented on Tuesday to the Parliamentary Committee for Legal Affairs the govt.- proposed amendment to the law “On the address system.”
Outlining the novelties introduced in the draft law, Balla said that a unique register of addresses will be created in Albania. According to the Minister of Interior, after the approval of this law and other by-laws that will render this package applicable, we will have a unique register, to which all institutions will refer.
“The changes we have brought for approval in the Assembly are related to the establishment of a unique address register at the country level, which all institutions in the country, be them public or private, will have the obligation to refer to. If until now we have had address registers operated from different institutions such as the central institutions or the municipalities themselves, after the approval of this law we will have a unique register system in place, with unified standards of address format at the country level”, said Balla.
“Also, every apartment, every building, every business, every unit, will have a unique, unrepeatable identification code. So every apartment in the Republic of Albania has its own unique code. This will enable us to tackle the problems that are primarily related to the provision of appropriate services to the citizens”, continued Balla.
“Secondly, it is about facilitating the arrival and delivery at the address, not only in terms of what we all know as the postal service, but also in terms of identifying addresses for foreign visitors to Albania, for tourists to go to a specified address. Through this draft law, we will make it possible, by providing the unique code to every apartment, every hotel, every business, every apartment, e.g. an apartment that is rented out on the Airbnb service, the intended destination will be easily accessible and identifiable”, added Balla.
