Manja: January 21, an open chapter, state crime that should be investigated

TIRANA, November 17/ATA/ Minister of Justice Ulsi Manja stated today that the event of January 21 is an open issue for which the Albanian authorities must give a clear answer.

Manja made the statement after a meeting with foreign investors in Tirana.

Manja emphasized that the Albanian authorities have the obligation to follow the ruling of the Strasbourg Court.

“The ruling of the Strasbourg Court, although delayed after 12 years, is a well-reasoned decision, which also confirms our stance regarding the event of January 21. There has been found a violation of Article 2 of the Convention and based on Article 46 of the Convention, the Albanian authorities have the obligation to follow on the decision of the European Court of Human Rights, which means that January 21 is already considered an open chapter and must have a clear answer from the Albanian authorities, I mean the law enforcement agencies for January 21. The Strasbourg Court said that January 21 was not investigated in its entire dimension as a state crime,” said Manja.

The European Court of Human Rights said on Tuesday (November 14) that in the investigation of the events of January 21, 2011, there were observed numerous shortcomings which raised suspicions that the authorities had tried to divert or intervene unfairly. According to the Court, two violations of Article 2, the right to life and to investigation of the European Convention on Human Rights, have been found in the case of Aleks Nika, one of the protesters who was killed./p.s./
