TIRANA, April 19 /ATA/ State Election Commissioner Ilirjan Celibashi participated today in the international consultation round-table organized by the CEC in cooperation with the International Institute for Democracy and Electoral Assistance and the Center for the Rule of Law of Finland on the topic “Using the potential of reporting and online declaration of political parties’ financing”.
Celibashi spoke about the online platform where political parties and candidates will report their financial income and expenses, a conversation that took place while the election campaign for May 14 is underway.
“The CEC will have a better opportunity to make more in-depth verifications in accordance with the provisions of the Electoral Code on the money spent by political parties and electoral subjects. This system is a very good opportunity, I mean for civil society, the media and others to get information and draw conclusions to make assessments of what the data collected through this system contains. We are only at the beginning of using this system and of course none of the users are fully familiar with this system, but at least formally from the point of view of what we had as an objective, I think we have achieved it. The goal of our partners and the Council of Europe was to have this project ready for the elections on May 14 of this year and the reporting of electoral subjects on the finances of this campaign is done through this platform”, he said.
Likewise, Celibashi added that this process is not so simple, as everyone needs to get familiar with the use of this system.
“We are actually doing this. I believe that now, but mostly in the future, with collaborators or partners of the CEC, such as the Council of Europe or the Center for the Rule of Law of Finland, they can join the projects of the Central Election Commission for the consolidation of this system for the development of training programs for different users of this system, starting from financiers of political parties, or responsible persons who deal with the finances of the CEC staff and civil society organizations on how they can use it”, said Celibashi./p.s./
