TIRANA, March 16 /ATA/- By Maela Marini/ The chairman of the SP parliamentary group, Taulant Balla, stated on Thursday in parliament that the changes in the Highway Code will increase road safety and will streamline the procedures for obtaining a driving license.
Balla hailed the proposals from the opposition, while adding that “we must do everything by amending the laws, codes to reduce the number of accidents and increase control.”
“Not all my proposals have been taken into consideration. We will always raise the concern about the road accidents due to violations of the Highway Code, there is always room for improvement,” said Balla.
Balla said that although his proposal was not endorsed, he subscribes to the idea to set speed limits for all first-time driving licensees.
“It is a practice that is implemented in Italy, France and Belgium where the speed is limited in the first 3 years of obtaining a driving license,” added Balla.
Balla pointed out that the need for these changes arose during the talks with the German side on recognition of driving licenses in Germany.
“The changes presented by the opposition have mostly improved the law. Another problem is the high powered vehicles that are used by those who have just received the driving license or who are young. If we had not delayed these changes an accident could have been prevented. The truth is that there is a large number of accidents involving high powered cars used by young men,” said Balla.
