Initial registration of properties in Gjirokastra completed, Lame: Indispensability for medieval cities

TIRANA, October 9/ATA/ Gjirokastra was the routine stop of the Albanian Cadastre representatives in the process of property registration.

General Director of the Cadastre Agency Artan Lame was in Gjirokastër to issue the first certificates of ownership for the “18 September” neighborhood, Gërhot area and beyond, including the Viroi resources area.

Gjirokastra is among those cities where the initial registration of properties was never completed since the period of Independence. Moreover, this process had not been carried out at all even in the new neighborhoods of the city built during the decades of the socialist period.

A project to meet this purpose, started in cooperation with the World Bank many years ago, was left halfway to be continued only in recent years.

The common difficulties of the registration process, face other unique difficulties in cities like Gjirokastra. This happens because these are medieval cities where the buildings are complex and on the other hand in such cities the issues of inheritance and the division of assets between members of the same family is a problem.

“Medieval cities are a nightmare in the registration process, but also a necessary service for their salvation”, said Lame. This is because without carrying out this process, it is almost impossible for them to have the opportunity to benefit from the programs of recovery, restoration, borrowing, revitalization and so on.

The same complex issues have been encountered in recent years in the initial registration in the Kala neighborhood in Elbasan, in Himare, in Berat, etc.

The last cadastral area that has already completed the initial registration, area 8541, contains 10,100 private and public properties, which bring the number of registered properties of the three areas of the city to over 20,000./p.s./
