TIRANA, Nov 24 /ATA/ Minister of Agriculture and Rural Development, Frida Krifca, announced that the government approved on Wednesday the draft law, “On the Organization and Functioning of Local Action Groups”, which gives the rural community the opportunity to have more access to funding and development and strategies. ”
At the press conference, after the government meeting, Krifca said that, “this is a legal initiative initiated in 2018, which approximates the legal framework of the Ministry of Agriculture and Rural Development with the EU”.
She pointed out that this draft law is considered a success story in rural development in European Union countries, therefore the LEADER approach has the potential to become a very important instrument for the empowerment of local communities in Albania, orienting them towards an integrated development.
The draft law is designed to regulate the activity of structures, which are at the core of the LEADER approach by strengthening social capital, encouraging the involvement of all actors, helping to overcome existing barriers, and creating good opportunities for the exchange and dissemination of information and technology in remote rural areas.
Krifca also focused on the decision-making role of the community in cooperation with the municipalities, which are also involved, putting the emphasis on strengthening the mechanism of transmission of requests from farmers, entrepreneurs, associations and municipalities to public policies.
“After approval by parliament, this law will serve as a development engine, designed and implemented by local actors themselves,” concluded Krifca.
