TIRANA, Nov.2/ATA/ The Committee on Legal Affairs, Public Administration and Human Rights discussed today article by article the draft law on Co-governance”.
During the discussion, the Minister of State for Relations with the Parliament, Elisa Spiropali stated that the purpose of the draft law is to improve the conditions for co-government with the citizens through their involvement in policy making.
Democratic Party MP, Enkelejd Alibeaj said that through this law paves way for politicization of the administration.
“The law that defines the rule of maintaining the neutrality of the administration is a law with a qualified majority, with the only reason not to be politicized,” he said.
“I thank you and the committee for all the contribution given to this draft law, especially you as the rapporteur of the draft law, who in cooperation with the initiating group came up with this product, which not only was not read, but I believe it has not been read either before the Commission’s meeting.
I heard that Alibeaj was referring to an old version of the law and was discussing in principle, while there is nothing on the table.
I understand that, you definitely need to have your discussion here as well as in the plenary session, you have this right, even speak as much as possible as it is good for the citizens to listen to you, but in terms of the draft law, you can refer to the changes that have been made, a joint contribution.
The draft law has been reviewed carefully and agreed upon in terms of changes. There have been proposals from both the initiating group and the rapporteur who brought this product, which is worth judging as it is today to pass or not in this honorable commission,” Spiropali said. //a.i/
