TIRANA, Sept 9 /ATA/ – Albania is the first country in the region to start implementing the transitional rules of origin of the Pan-Euro-Mediterranean Convention, as alternative rules between the EU and EFTA countries.
The Minister of Finance and Economy Anila Denaj said Thursday that the new rules will further ease trade exchanges among the countries in the Pan-Euro-Mediterranean (PEM) convention, with which Albania implements free trade agreements.
In the context of full cumulation of origin, the CEFTA countries are favoured, as all the Balkan countries are called as one country. With regard to textiles, this is quite positive, because the processes that can be carried out in different CEFTA countries are considered to have been carried out in one country and can then be exported to another country, once the rule of full bilateral cumulation is met.
The rule of tolerance offers quite positive changes for operators, as the threshold for the possibility of using non-originating products increases from 10% to 15%.
The countries implementing the EFTA agreement are Albania, Montenegro, Kosovo, Serbia, Bosnia and Herzegovina, North Macedonia and Moldova.
