TIRANA, May 25 /ATA/ Minister of Justice, Etilda Gjonaj, said on Tuesday that the reform of the penitentiary system has included the legal, structural and infrastructural framework with respect to human rights and the treatment of convicts.
In a televised interview, Gjonaj stressed that from the moment the legal package of penitentiary system reform started to be crafted until its approval and enforcement, the process has been extremely difficult because the entire legal framework has been amended.
However, the Minister stressed that even with the help of international partners, in these 4 years the reform is an achievement due to its results in terms of security in the penitentiary system, not only in the transposition and application of a special regime such as “41 bis,” but also for a series of security measures by digitizing the systems and at the same time giving guarantee and security to all Prison Police employees in law enforcement.
Gjonaj stressed that due to all the opportunities created, the overcrowding in the prison system is -20%, or below the capacity defined in penitentiary institutions.
“This resulted in better compliance with the measures to guarantee health protection and better treatment of the convicts.”
Regarding the pandemic situation, Gjonaj described the management of COVID-19 in prisons as a success due to the low number of infections and fatalities.
