Meta sends back to parliament law “On metrology”: Its content runs against Constitution

TIRANA, Nov 9 /ATA/ President of the Republic, Ilir Meta, on Monday sent back to parliament the law “On metrology” for reconsideration.

Among the reasons for sending the law back to parliament, the President says that its content runs counter to the constitution, is in flagrant violation of the basic constitutional principles about a free and competitive market, setting the typical and repeated example of “legislative corruption.”

“This law, according Meta, in some of its provisions leaves room for corrupt practices and levels the field for these practices to the detriment of public interest to be conducted directly through the law and provides protection for entities that will be responsible for them.

“This law, in its entirety, contains stipulations that make it possible to facilitate as much as possible the procedure of a public service that is and should remain the responsibility of public bodies, to be performed by private entities, without a clear and well-defined procedure; without setting legal criteria of competitiveness; and what is even more serious, consciously closes any space for control and monitoring by the state of how this responsibility delegated to a private entity is exercised, ” underlines Meta.

According to Meta, “all procedures provided in the existing legislation on public-private partnership or other rules that regulate free, fair and transparent competition for obtaining the right to perform a public service, are bypassed under this law.”
