TIRANA, Oct. 27/ATA/- The President of the Venice Commission of CoE, Gianni Buquicchio, has sent a letter to the President of the Republic Ilir Meta in response to his request for an urgent opinion on the changes to the Electoral Code.
“Dear Mr. President,
In response to your letter dated 21 October 2020, requesting an urgent opinion “on the process of unilateral and accelerated amendment of the Constitution and the Electoral Code of the Republic of Albania”, I have the honor to inform you that the Bureau of the Commission has decided, in the light of the short time remaining ahead of the next plenary session and the complexity of the case, not to authorize the urgent procedure.
To this end, the opinion will be prepared through ordinary procedure and will be submitted to the plenary session for review and approval in December. In our practice, in principle this opinion will be drafted along with the ODIHR.
