TIRANA, Sept 21/ATA/- The co-chairman of the Parliamentary Committee on the Electoral Reform, Damian Gjiknuri stressed on Monday that, “opening the lists is a great social experiment because we do not know how the voters will behave. The process of open lists, especially if there is more than one choice, creates chaos during vote counting and a high precedent for invalid votes, thus it will cause confusion for the voters.”
In a televised interview, Gjiknuri said that, “this is a social experiment because the Albanian stage today requires a kind of opening of the lists and they think that this will bring improvement in the quality of representation, thus it can be a self-correcting element that political parties can do “.
“The party presents a political offer, listing parties which are political institutions, they are not organizations created solely for elections. The party leadership comes out with a team that can not be perfect, there may be problems, but it is exactly the opening of the lists 100%, as we have written, that makes it possible to re-arrange in case a candidate has electoral weight,” Gjiknuri said.
“Opening means the right of the voter to vote, to vote for one of the candidates, but the Albanian Constitution stipulates that they are individuals proposed by political parties and the Constitution says that the voter votes for both the party and the candidate,” he added. //a.i/
