PM Rama renews call for dialogue with student protesters

TIRANA, Oct. 26 /ATA/- Prime Minister Edi Rama has renewed his call for dialogue with student protesters, as demonstrations against his government entered their 14th day on Monday.

Images posted by Rama on social media showed a stone table in front of the prime minister’s office in Tirana bearing sheets of paper with the word “DIALOGUE”, symbolising his invitation to talks.

On Sunday, Rama unveiled a package of measures aimed at curbing violence and urban disorder, comprising six legal instruments.

The package was drafted with European expertise in cooperation with French and Italian partners, drawing on their legal frameworks and the case law of the European Court of Human Rights.

The six measures include:

Compensation for small businesses: Immediate coverage of 70% to 100% of material damage.

“Those who break it, pay” law: Establishing individual liability for damage caused.

Amendments to the Law on rallies: Introducing preventive measures and sanctions to tackle violence.

Special electronic register: Identifying individuals referred to the authorities or under investigation and enabling legal measures against them.

Teachers’ code of ethics: Strengthening safeguards against the involvement of minors in protests through teachers’ authority.

Amendments to the Criminal Code: Tougher penalties for violence, incitement, threats and property destruction.

The package is based on the principle that peaceful protest is protected, violence is punishable and those responsible must pay for the damage they cause.

Students have announced that they will continue their protest on Monday outside the Ministry of Education before marching to the government headquarters along Dëshmorët e Kombit Boulevard. They are demanding Rama’s resignation.
