TIRANA, Sept 21 /ATA/ The majority representative on the Political Council, Damian Gjiknuri, stated on Monday that the amendments to the Electoral Code should go to parliament within September.
Asked in a televised interview what will happen if the DP refuses to go to Political Council, Gjiknuri said that “if they do not come, we are bound to close this process within September 30, because we are down to the wire.
The new CEC bodies will be elected by October, and of course the preparations for upcoming elections should get started as soon as possible. So the amendments to the Electoral Code due to these issues rather than the June 5 Agreement should go to parliament as soon as possible.”
“If the Democratic Party has any claims, it must present them to the Council. Apparently, the DP has a different approach, because it neither accepts the constitutional changes, nor admits that we are in a new constitutional legal regime regarding the issue of coalitions, instead it sticks to its positions that are more of political maneuvers than a debate in a draft. To sum it up, the model we have presented is a model that is applied in many European countries, the model we have offered is very similar to what Hajdari 2 proposed 2 or 3 months ago in Political Council,” said Gjiknuri.
Asked why the ranking of the list was left to the party leaders instead of following an alphabetical order, Gjiknuri said that, “no one says that political parties should merge, nor are political parties unnecessary institutions for political life in the country. The party head is the one that lists the candidates and It is up to the electorate to reverse this ranking. Because the elector votes for the party, votes for the candidate. “It means that if the list proposed by the party head is not the right one, then the voters have the opportunity to reverse this.”
