TIRANA, Sept 18 /ATA/ Representative of majority, Damian Gjiknuri, told a news briefing that the opposition aims to precipitate an artificial crisis therefore it chose to boycott the Political Council.
“Unfortunately today the DP boycotted the Political Council although it insisted on holding this meeting. Their aim is to derail this process, hold back constitutional amendments and precipitate an artificial crisis,” he said.
Gjiknuri added that the debate was of no avail, because ODIHR is a specialized organization that delivers opinions on concrete outputs.
“Today we presented a draft that requires the input of all parties. That draft provides for an electoral coalition, preferential votes for each candidate, and mechanisms that enable the division of seats based on the electoral weight of the candidates. But the conflict has been invented for this reason. “ODIHR gives opinions on drafts, not on an idea,” said Gjiknuri.
He appealed to opposition to come up with a draft for the process is down to the wire. “No way will this process drag on beyond September. New CEC will start to operate in October so the work for legal bylaws on elections should start as soon as possible. Let us make use of this time and come up with concrete proposals,” Gjiknuri said.
