Amendments to Electoral Code/SP amendments: Candidates’ lists 100% open, minimum threshold of 3%

TIRANA, Sept 18 /ATA/ The representative of majority, Damian Gjiknuri submitted on Friday to the Political Council the draft of amendments to Electoral Code designed to preserve coalitions and guarantee a fair electoral contest.

Amendments presented to the Political Council by SP include the lists of candidates 100% open, the candidates are subjected to preferential vote, the citizen votes the party/ coalition and 1 preferential candidate.

Also, the SP proposes that the preferential vote should change the order of the list, the minimum threshold for coalitions should be at 3% and threshold for out of coalition parties at 3 percent.

“The coalition is an electoral subject that competes in elections and the coalition submits the multi-name list. “Women and girls should constitute no less than 30% of the winning list and gender quotas should be preserved on the lists 100% open,” are some of the SP proposals.
In the assessment of the Socialist Party, these amendments constitute the best possible platform, of the widest possible consensus between the ruling majority, the parliamentary opposition and the extra-parliamentary opposition, because they meet every requirement articulated by them.
SP stressed that amendments preserve coalitions and guarantee a fair electoral race.

The formula for dividing the mandates within the coalition parties, under the coalition agreement, is determined based on the votes received by each candidate on the coalition list and the formula defined in the law as for all other candidates of the parties running separately. This is the model of all European countries that apply a regional proportional system with preferential voting.
