Negotiations/ Service legislation for 10 priority sectors according to EU

TIRANA, September 11/ATA/-The Services Directive is at the heart of the EU services market liberalisation and is the main and more complex act of Chapter 3 of the negotiations: the right of establishment and the freedom to provide services. The directive requires the removal of all forms of discrimination and excessive barriers to service providers, individuals or businesses, wishing to provide services temporarily or by settling in member countries other than their country of origin.

As a country aspiring to membership, Albania should take measures so that national legislation does not discriminate and raise barriers for service providers from EU member states and the European Economic Area.

To this end, the Ministry of Finance and Economy, with the support of the SANECA project, is preparing to complete the review of sectoral legislation against the Services Directive (screening of service legislation).

The members of the working group for Chapter 3 had the opportunity to get acquainted with practical examples and lessons learned from the experience of the countries of the region that have completed the screening process of service legislation, as well as the tools to complete this process in the shortest time possible.

MFE with the support of SANECA aims to complete the screening of service legislation in the next three months for 10 priority sectors related to legal professions, mining, social protection, taxation, veterinary, industrial property, crafts, customs, e-commerce and tourism. The next step after screening the sectoral legislation is to prepare an action plan for its approximation with the Services Directive.

Support to Accession Negotiations in Economic Chapters of Acquis – SANECA is a German government funded project implemented by GIZ Albania. The purpose of the assistance provided to the Albanian public administration is to improve the preconditions for conducting negotiations with the EU in Chapters 1, 3, 20 and 28. //a.i/
