Labor offices step in the role of mediator/ They provide job training and stimulate employment

TIRANA, Sept 4/ATA/ Unemployed job-seekers registered with the recruitment offices, those seeking job training, employment subsidies or internships, as well as employers seeking financial support from the state to increase their workforce are benefiting from government employment promotion programs.

Employment promotion is among the active programs, which through the provision of temporary or long-term employment is having a direct impact on reduction of unemployment during these years.

Through this program, the Employment Offices step in to promote and support the creation of new jobs by cooperating with employers and through their subsidy.

These programs are part of government policies focused on active measures to reduce unemployment.
The government in this second term has set itself the target of employment by addressing it not only through social policies, but by implementing fiscal policies on several fronts entwined with economic development of the country, where the private sector grows and consequently generates jobs.

The govt. is focused on social approach which is offered to groups that are unable to access the labor market in the private sector.

This is enabled by the service of mediation which is offered in the labor offices.

The employment programs that are being implemented through the national employment service are designed to facilitate the integration of those marginalized groups in the labor market.

This is the new approach the government is adopting in the employment offices, turning the national employment service employee into a mediator.

Based on the estimates of the Labor Force Survey, published by INSTAT, during 2019, the number of persons in the labor force is 1,430 thousand persons. Those employed record 1,266 thousand people.

The labor market recorded further reduction in the unemployment rate to 11.4% in the first quarter of 2020, the lowest level recorded in the last two decades.

Albania remains the country with the lowest youth unemployment rate and the annual figure continues to decline. Referring to INSTAT statistics, compared to the first quarter of 2019, the youth unemployment rate in the first quarter of 2020 is 2.2% lower. In the first quarter of the year the official youth unemployment rate is 20%.

Other than incentives set out in the fiscal package at the beginning of this year, the Ministry of Finance approved another post-COVID relief package designed to promote economic development and employment.

The main measures are the exemption from profit tax of businesses with an annual turnover of ALL 14 million, as well as increasing the VAT registration threshold to ALL 10 million.
