TIRANA, July 1/ATA/ The draft law on some additions and changes to the Electoral Code of the Republic of Albania was submitted today to the Albanian Parliament, while enabling the political agreement of the parties on the rules of the game in the next general and local elections, guaranteeing the full participation of all political stakeholders in Albania.
The draft law constitutes a legislative intervention in the electoral law with the aim of fulfilling and implementing the conditions agreed in the political agreement of June 5, 2020, signed between the ruling majority and the political parties of the non-parliamentary and parliamentary opposition.
The Code stipulates that in the next elections the electronic identification of voters will be carried out in the polling station throughout Albania and creates the necessary space for the CEC to be able to undertake pilot projects on electronic voting and counting issues.
The Code provides for the post of Deputy Commissioner of Elections as a function fully dedicated to the preparation of the package of bylaws and its implementation in practice during the next elections.
The draft law being submitted for review and approval provides legal solutions to the most urgent issues of the current provisions in force and their implementation in practice and in some cases (e.g. in the field of election financing, gender quota)as well as meets the recommendations of specific projects undertaken by international organizations operating in Albania. //a.i/
