Normative Act /Categories benefiting from reconstruction program

TIRANA, Dec 18 /ATA/The govt. has crafted through a normative act a legal framework which will enable recovery of communities and territories affected by natural disasters and other calamities which, due to intensity, are in need of prompt response from central and local govt. institutions responsible for emergency management.

The situation of our country in the aftermath of Nov 26 earthquake gave prominence to the need for this regulatory framework.

The Normative Act stipulates that the housing reconstruction program designed in the aftermath of November 26 earthquake will benefit individuals and families who have lost one or more family members and / or suffered damage to their housing and have remained homeless as a result of natural disaster.

Beneficiaries will also be public institutions that have suffered damage to buildings or public infrastructure owned or administered by them as a result of a natural disaster in local self-government units where the state of emergency is in effect.

Beneficiaries will also be businesses or companies whose headquarters or any place of commercial activity owned by them in the local self-government units under state of emergency have been damaged.
The normative act also defines some categories that do not benefit from the reconstruction program.

According to the Act, any individual or family who owns more than one dwelling in the local self-government unit under state of emergency does not qualify for entitlement, regardless of whether the dwelling damaged by the natural disaster has been a normal dwelling.
