TIRANA, Dec 9 /ATA/ – By A.ALLA/ – There is a fund worth ALL 20 bln that has been allocated by the govt. to Reconstruction Programme. All this was rendered possible without eating into salaries, pensions, services and investments.
This is what the chairman of National Reconstruction Committee, Arben Ahmetaj, said at the second meeting.
Ahmetaj said there will be a special fund to be audited by Supreme State Audit for effect of transparency and by law on state budget the govt. is entitled to allocate this fund to different institutions in charge of the programme implementation.
“More developed states have a special regime in place for response to natural disasters, we have emergencies law to address natural disaster cases. This law will range from state of emergency to economic recovery and mitigation of natural disaster impact. For the first time it gives all the instruments to the govt. to react in the short, medium and long term,” Ahmetaj said.
