Zguri: Parties delay proposals for commissioners

TIRANA, March 25 /ATA/ – By I. Vata/ – “Political parties are standing in the way of electoral process for June elections because they are delaying the submission of candidates’ names for commissioners,” the CEC head, Klement Zguri, said at Parliamentary Commission for Legal Affairs, Public Administration and Human Rights during the 2018 report.

Zguri said while outlining the annual report that 2018 has been a non-electoral year for CEC therefore the CEC troupe and all the structures of its administration are highly committed to conducting in-depth analyses of issues emerging in last elections in order to take the measures to minimise or eliminate them in 2019 electoral process.

Speaking about the delays in party proposals for commissioners, the head of CEC expressed concern over the substitutions of commissioners.

“This attitude of political parties has an impact on public opinion regarding impartiality, puts in question the independence of electoral administration, impinges on professionalism of commissioners (The commissioners happen to be replaced after undergoing training sessions) affects the collegiality of the functioning of CEAZ-s due to lack of procedural knowledge by untrained members thereby causing delays in releasing the tables of results and others. Relying on electoral experience, political parties and the candidates proposed by them for members of CEAZ-s downplay the training of CEC which poses a risk to the scheme of training and professionalism of CEAZ-s.

In light of the parliament recommendation for an analysis of CEC decision-taking during the 2017 electoral process and the findings of OSCE/ODHIR, Zguri said this report is an integral part of CEC work.
