TIRANA, Feb 24 /ATA/ The Director of the Albanian Road Authority (ARA), Ami Kozeli, provided a detailed overview of the situation on the national road axis Librazhd–Përrenjas, caused by a massive landslide that has affected the roadway and a bridge along this segment.
Kozeli stated in a press conference that the ARA structures have been on the ground since the incident occurred, closely monitoring the situation and taking immediate action to ensure safety and minimize the impact on traffic.
He emphasized that the incident was first identified on Thursday, February 19, when a landslide was detected, affecting the existing infrastructure.

Following initial field assessments, traffic was promptly restricted to one lane, the necessary signage was installed, and geological surveys were commissioned to assess the extent and depth of the landslide. Simultaneously, continuous monitoring of the terrain and structures was initiated using specialized instruments, and drilling operations were conducted to examine the geological strata.
Kozeli highlighted that intense rainfall exacerbated the situation, leading to a significant landslide on Saturday morning, displacing the bridge by 30 centimeters. In response, traffic was suspended, and a temporary bypass was quickly constructed to maintain traffic flow.
Alternative routes were designated for heavy vehicles, and the situation was managed through coordination between ARA, State Police, Albanian Geological Service, Albanian Railways, Civil Emergencies, and energy institutions.
Kozeli stated that the active landslide affected the temporary road, leading to a complete traffic blockade for safety. The movement of the soil mass accelerated, revealing the full extent of the landslide.

Kozeli stated that a joint technical council was formed between ARA and Albanian Railways, involving academic staff from the Faculty of Civil Engineering and experts from the Albanian Geological Service, following on-site meetings and technical analysis.
Kozeli emphasized that the situation comes down to intense rainfall, river erosion, and soil saturation, which led to an active landslide, rendering prompt intervention impossible until the geological report is completed.
The technical council decided to build a new alternative road along the Shkumbin River to ensure traffic flow until the area is stabilized. Immediate coordination was also initiated with Albanian Railways, the National Environmental Agency, and the Water Resources Management Agency for the intervention.
It was decided to demolish the out-of-service bridge and reduce the load on the landslide-affected road until natural sloped embankments are created, allowing for specialized drilling equipment to be used for the final stabilization of the segment.
