During the meeting between the General Director of the State Police, Ilir Proda, and the Head of the Department for the Fight Against Crime within the German Federal Police, Mathias Schaef—who also serves as the project head—both interlocutors underscored that the partnership with the German Federal Police has evolved into one of the most stable and trustworthy pillars supporting security sector reform in Albania.

During the meeting, Proda stated: “Under Mr. Schaef’s leadership, the SCOPE I and II projects have delivered tangible results and had a direct impact on the professionalization and transformation of our structures. The launch of the third phase is a testament to mutual trust and a strategic partnership that goes beyond technical cooperation.”

As part of the SCOPE III project, a series of concrete initiatives are envisaged, including the digitalization of training programs, the integration of artificial intelligence, the establishment of regional forensic structures, the exchange of investigators, the enhancement of cybersecurity, and active participation in leadership roles within the EMPACT platform.

This project, supported by the European Union and managed by the German Federal Police, reaffirms the increasingly active role of the State Police in ensuring regional security and in establishing European standards for law enforcement.
