In his remarks during the presentation of this strategy, Salinas said that “on the part of the Bank, we are happy to support your efforts, but especially the Fiscal Council, to strengthen the framework on PPPs as part of the management of public funds, reforms in public sector and financial management information system.”

“We have discussed our support for EU procurement, which is an important element in ensuring transparency and accountability.”

“The main objective of public finance management is to improve the lives of citizens through better public finance management. Therefore, it is also in the center of our attention so that everyone in Albania benefits as much as possible through the efficient use of resources. Second, we do all this while maintaining fiscal discipline through the collection of revenue and debt management, so I think that the management of public funds includes everyone in the country.

Therefore, as we look at the strategy, we appreciate the MoFE and the EU for drafting this strategy, I think there are four critical elements. The first is prioritization and this is important, because there will always be a need for more resources and there must be a very systematic way to prioritize public finances”, said Salinas.
Second, Salinas said, is the efficient use of resources, the value of money at the moment when public finances are invested, and all this must be properly considered.
“Thirdly it is transparency and accountability, and I think we are all responsible for this strategy and the beneficiaries of this strategy, and I believe that the possibility of corruption should be narrowed down as much as possible. Fourth, it is resiliency. What we have seen in Albania in recent years is that there has been a shock, and when there are moments of shock, the reallocation of public finances is needed,” said Salinas.
