During a visit to the Voting Center for out of country voters near the Olympic Park in Tirana, alongside the head of the OSCE/ODIHR mission, Lamberto Zannier, Celibashi responded to journalists’ inquiries regarding the publication of the ballot paper on social media by Albanians in the diaspora.

“In my view, they are committing a criminal offense, but it is up to other institutions to assess whether their actions qualify as a crime. Based on my judgment and assessment, they are committing a criminal offense. Aside from political party interests and the excitement to reveal whom they are voting for, disclosing one’s vote is punishable under the Penal Code. I firmly assert that they should not publish the contents of the ballot papers on social media, as they are committing a criminal act,” said the Chairman of the Central Election Commission.

Furthermore, Celibashi called on political parties to show restraint when it comes to the election results.
“There is absolutely no chance, including for the CEC, to know the contents of the ballot paper in the election documents that are submitted. Politicians should refrain from making statements about the voting results, as they are completely meaningless. In fact, such statements could harm the smooth conduct and integrity of the process.”
