TIRANA, Feb 12 /ATA/ The Chief Administrator of the Agency for the Management of Seized and Confiscated Assets, Risena Xhaja, attended the first panel of the International Conference “From Illicit Gains to Public Good: The Future of Confiscated Assets.”

The conference, hosted by “Partners Albania,” brought together representatives from state agencies responsible for managing seized and confiscated assets, both local and international experts, as well as civil society actors.
In her remarks, the Chief Administrator of AAPSK, Xhaja, pointed out that despite legal and operational challenges in fulfilling its responsibilities, the Agency has successfully increased revenue through the effective management of seized and confiscated assets.

Xhaja stressed the importance of additional legal reforms, aiming to establish a more thorough and detailed regulatory framework for the management and repurposing of confiscated assets.
Concerning operational challenges, the Chief Administrator of AAPSK highlighted the staff and financial constraints. “Managing confiscated assets is often a complicated process that demands specialized expertise and equipment. The Agency must be brought up to speed with the best practices and technological advancements to ensure effective management,” Xhaja remarked.

The Chief Administrator appreciated the support of the Inter-institutional Committee for Measures Against Organized Crime, the oversight body for AAPSK’s activities, which plays a key role in making important decisions about the effective use of seized and confiscated assets.

In order to improve the effectiveness of repurposing confiscated assets for social benefits, AAPSK has outlined several priorities and mechanisms that require strengthening. These include enhancing the Agency’s capacities, human resources, infrastructure, and technology, bolstering transparency and accountability measures, and fostering further cooperation and partnerships with other state institutions and civil society organizations.
