Revenues increased by 4 billion leks compared with October 2025, while surpassing the planned target by 200 million leks, according to the administration’s data.

The increase came despite a decline in trade volumes amid protests, which affected the country’s commercial activity during the month.

The Tax Administration attributed the performance to continued taxpayer compliance and improved relations of trust between taxpayers and the administration, supported by an approach focused on voluntary compliance and accountability.

October revenues exceeded both the monthly target and the level recorded in the same month last year, the data showed.

TIRANA, Feb 26 /ATA/ – Finance Minister Petrit Malaj said on Thursday that 2026 would be the “year of Artificial Intelligence” in Albania’s fiscal administration, as the government seeks to boost revenue collection and curb informal economy.

Malaj said tax and customs revenues, including social and health insurance contributions, reached 6.7 billion euros in 2025, up around 560 million euros from 2024.

A further increase of about 540 million euros is projected for 2026, bringing the cumulative rise in revenues over two years to more than 1 billion euros, he said, attributing the growth to improved tax and customs administration rather than higher taxes.

Under the 2026-2028 medium-term budget programme, the government plans to raise and index pensions, increase the minimum wage and index public sector wages every two years, alongside higher spending on education, social protection, healthcare and agriculture.

Among key developments in 2025, Malaj cited the successful issuance of a 650 million euro Eurobond in February, which he said was 4.3 times oversubscribed.

He also pointed to the launch of a sovereign guarantee scheme for agriculture providing around 30 million euros in soft loans at a 2% interest rate, with up to 70% of loans guaranteed, as well as a 250 million euro credit line approved in cooperation with the Bank of Albania to support small and medium-sized enterprises with loans at rates of up to 3%.

In 2025, the government also established state-owned company Albtrace to provide fiscal stamp and fuel marking services, previously managed under concession contracts. The initiative is expected to generate about 10 million euros annually for the state budget, Malaj said.

He added that the Albanian Development Bank was founded at the end of 2025, modelled on Italy’s Cassa Depositi e Prestiti, to support underfinanced sectors and strategic economic and social projects.

For 2026, priorities include a draft law on mandatory earthquake insurance, an agricultural insurance scheme in cooperation with the agriculture ministry, and further alignment of tax and customs legislation with European Union directives. The government also aims to secure accreditation and implement the IPARD III programme within the year.

Malaj said the expanded use of AI modules in tax and customs administration would aim to increase revenues, reduce the informal economy and improve services for citizens and businesses.

TIRANA, Jan 5 /ATA/ – Tax Administration said Monday taxpayers will be required to apply online for relief under double taxation avoidance agreements starting from January 1, 2026.

The procedure will be carried out exclusively through the tax authority’s digital platform, where taxpayers must complete the relevant electronic form and upload supporting documentation in line with the criteria, procedures and deadlines set out in tax legislation and secondary regulations.

The electronic submission of documents must be completed within the legal deadlines in order for taxpayers to benefit from the tax relief provided under double taxation agreements, the administration said.

In cases where the digital system temporarily does not allow electronic submission or verified technical problems occur, taxpayers will be allowed to submit documentation in physical form to the General Directorate of Taxes, provided they explain the reason for the inability to submit electronically.

The Tax Administration urged taxpayers to familiarise themselves in advance with the use of the platform and the required documentation, referring them to an official user guide published on its YouTube channel.

The amount exceeded the planned target by 15.4%, driven by growth in formal employment and higher wage reporting, particularly in private sector companies encouraged by enhanced tax controls and digital reporting systems.

The Tax Administration reported 10,523 new employees in the first six months compared to 2024. Wage increases in the public sector and key industries such as technology, construction and finance also expanded the taxable base.

Additional revenue growth came from taxes on rents, dividends, self-employment income and capital gains, supported by rising real estate market activity and investment interest.

Improved tax administration through e-filing and real-time fiscalization further boosted collection efficiency and transparency.

TIRANA, July 3 /ATA/ – Albania’s General Directorate of Taxes announced Thursday that oil company Bankers Petroleum Albania Ltd is under investigation for orchestrating fraudulent financial schemes to evade corporate tax and illegally claim VAT reimbursements.

The allegations follow a six-month in-depth audit by the Tax Administration, which uncovered evidence of artificially inflated expenses used to reduce taxable profits.

Authorities say the company collaborated with domestic and foreign contractors, and that employees may have been involved in document forgery and suspicious financial operations.

Tax authorities reaffirmed their commitment to combating tax evasion and protecting fair market competition, urging all businesses to comply with legal obligations.

On July 2, tax investigators, in coordination with the Fier Prosecutor’s Office and police, raided the company’s headquarters as part of the investigation.

Prosecutors have launched a criminal case against Bankers Petroleum, accusing the company of large-scale tax evasion over a 20-year period.

Nine arrests have been made, including CEO and the former director, while five other suspects are wanted internationally.

TIRANA, June 11 /ATA/ – General Directorate of Taxation has unveiled a detailed operational plan to formalize Albania’s tourism sector, targeting improved tax reporting and reduced informalities in this strategic sector of the national economy.

The plan includes additional measures to oversee and control economic activity in accommodation, restaurants, tour agencies, other tourism services and online platforms like Booking and Airbnb.

Tax administration said it has collected data on supply records and self-declarations, combined with data from international platforms like Booking, Airbnb, Google, etc.

Under the plan, the country’s tax administration aims a 20% increase in VAT revenues from tourism – where a reduced 6% VAT rate applies – and a 10% rise in VAT‐registered tax payers in the sector, which includes accommodation and bar and restaurant establishments with standard VAT rate.

Tax authorities will also strengthen controls on payments to prevent new tax arrears, verify wages and employee declarations, and provide targeted guidance to help businesses comply with tax rules.

The initiative is expected to boost economic growth and government revenues in 2025 while creating a fairer environment for both businesses and the state.
