TIRANA, Nov 27 /ATA/ The Parliamentary Committee on Human Rights and Mass Media approved the 2026 budget draft today, with only the majority voting in favor. The opposition opposed the bill, and Committee Chair Jorida Tabaku noted that their proposals were not incorporated.
Tabaku emphasized that the government must take concrete measures to establish a statutory living wage. She noted that current social assistance levels are insufficient to cover the basic cost of living for Albanian households, which average around 90,000 new lek per month. ‘The notion of a minimum subsistence income is not reflected in the state budget legislation, making it extremely challenging for families to maintain a minimum standard of living on the existing social payments,’ she stated.

The government must take immediate measures to introduce a statutory living wage. If not through the state budget, we are open, together with members and opposition colleagues, to bring forward and present a legislative proposal. However, the fact that the state budget for the 13th consecutive year comes without any changes or reflection in social support and the living wage is, for us, unacceptable,” Tabaku said.

Tabaku also highlighted concerns regarding pensions. She noted that pensions are a crucial element for ensuring a dignified standard of living and upholding the constitutional right to cover essential living expenses. However, the 2026 budget introduces no new pension policies. Furthermore, the government’s decision to distribute the year-end bonus over 12 months undermines pensioners’ ability to maintain a dignified standard of living and to manage the rising cost of essential goods,” Tabaku stated.
Tabaku further noted that ‘this draft budget fails to address property issues, a consequence of a flawed law that was struck down d by the Constitutional Court.

On the topic of the minimum wage, she added, ‘The government’s proposed increase will result in additional financial burdens for both employees and employers. Without accompanying support measures, this policy effectively raises the tax burden on Albanian citizens.

DP MP Tabaku criticized the Fiscal Peace initiative, saying it violates the Constitution and undermines equality before the law. She added that it could encourage informality, trigger tax noncompliance, and fails to specify who the beneficiaries will be.

Tabaku further stated that the opposition will not endorse the budget, arguing that it fails to serve the interests of citizens and does not safeguard their rights or welfare.
