Speaking during a meeting with local residents during a Socialist Party (SP) assembly in Tirana, the government head said legalization process for around 300,000 properties has completed nationwide, while about 70,000 cases remain pending.

“Legalisation is undoubtedly a difficult process. A large number have been completed, around 300,000, but there are still about 70,000 left. Some of these are problematic because their legalization cannot be approved under current law – they are built over collectors or roads – but others can and must be finalised,” Rama said.

He acknowledged concerns over delays, particularly cases dating back more than a decade, and said a new system with clear criteria based on application timelines will be introduced to ensure fairness.

The Prime Minister also highlighted progress in digitising cadastral records, describing outdated, map-based documentation as a key challenge.

“So far, 54 million pages have been scanned. Significant work has been done and we are now close to completion. By 2027, everything will be fully digitalised, making interaction with citizens much easier,” Rama said.

Addressing a meeting with newly-elected local government officials and residents in the southern Albanian district of Fier as part of a nationwide tour to thank voters for giving his ruling Socialist Party a stunning victory in the last month mayoral elections, the government head said that the platform will be unveiled this month and the State Cadastre Agency will close its doors to deliver all its services online only.

“We should overthrow the order currently prevailing at the State Cadastre Agency and just like we have already done with other public services, we should shut the doors of this Agency too. Citizens will no longer need to report in person at the State Cadastre offices. It should take only every citizen to file an online application, as it is the case with other public services, and the requested service will be delivered to them online only within a fix deadline, without having to meet anyone in person.  I believe this transformation will be presented within this month and we will act swiftly to ultimately relieve citizens from this horrible burden,” the Premier said in his remarks.

During the meeting to present the new head of the State Cadastre, the government head also announced that an internal task force will be set up to ensure complete law enforcement and avoid any outside influence and intrusion in the institution’s digital system.

“Serious measures are indispensable in order to get rid of corrupt individuals in this institution and combat the widespread corruption in the State Cadastre throughout the country. The new head of the State Cadastre is tasked with establishing an internal task force to bring corrupt Cadastre officials and workers to justice,”PM Rama said.

“The main problem facing the State Cadastre, like almost every other institution, is the stability and quality of human resources and in this respect the Cadastre should be fortified to stave off any outside influence efforts. Nobody should ever think that the Cadastre is a niche for employment, just like that nobody should think about the Cadastre as an employment office, but in this aspect the responsibility is general and primary a political one, with the government definitely being bearing the main responsibility,” he said.

The government head reiterated that the special task force within the State Cadastre Agency will be set up immediately and will be tasked with “cutting the remnants of the past wrongdoing and corruption practices in the offices of the Cadastre in the Republic of Albania.”

The government head praised the outgoing Cadastre Director General Artan Lame for the transformation he has brought in this field for around a decade.

“A reform integrating and merging the former Immovable Property Registration Office and Agency for Legalisation, Urbanisation and Integration of Informal Areas and Buildings (ALUIZNI) into one State Cadastre Agency and the outcomes are definitely obvious and tangible. Drawing comparison would be like day and night. However, it is time now for a fresh impetus and the need to usher in a final stage with a different momentum in this process, which should ultimately guarantee complete stability of the property, the relation with the property and the citizens’ relation with the state in terms of the property,” Rama said.
