TIRANA, Dec 15 /ATA/ – The social reuse of assets confiscated from organised crime is a key tool in addressing inequality and discrimination, the head of Albania’s Agency for the Administration of Seized and Confiscated Assets (AAPSK) said on Monday.

Risena Xhaja, the agency’s chief administrator, said 2025 had been marked by positive developments for AAPSK, including increased transparency, improved procedures and stronger accountability standards in the management of seized and confiscated property.

Speaking at the Annual Conference organised by the Commissioner for Protection from Discrimination, attended by representatives of public institutions and civil society organisations, Xhaja placed particular emphasis on the social reuse of assets confiscated from organised crime.

She described the process as a direct instrument for turning illicit assets into social value, saying it was not merely an administrative mechanism but a policy with clear social impact.

“The social reuse of assets contributes to strengthening social cohesion, increasing solidarity and supporting communities in need,” Xhaja said.

She added that returning criminal assets to public use was a way for the state to respond to injustice and inequality, noting that the approach had also improved public perceptions of AAPSK as an institution serving society.

Looking ahead to 2026, she said the agency aims to further strengthen the social impact of confiscated assets returned to public use, deepen transparency standards and expand cooperation with actors working on human rights protection and social inclusion.

The conference served as a platform for dialogue and reflection on the commissioner’s work in 2025 and on strengthening cooperation between institutions and civil society in combating discrimination.
