TIRANA, Dec 5 /ATA/ Minister of Internal Affairs Albana Koçiu, observed a construction site inspection in Lundër, during which IKMT inspectors outlined the inspection process and the actions taken in response to any violations.
“Koçiu said that as part of the operation checking the legality of construction at different sites, significant results have been achieved on the ground.

‘Over this period, the National Inspection for Territory Protection (IKMT) has inspected more than 581 buildings and around 26 companies.

Regarding the legal framework for construction activities, Koçiu emphasised that builders must adhere strictly to three key laws.

‘Our aim is to provide clarity for all stakeholders, from property developers to prospective buyers, and to outline the role of the IKMT, in coordination with the State Police, in this ongoing operation. The initiative will continue unabated until full compliance with the law is achieved and construction permits are implemented precisely as issued. This also encompasses the most recent legislative amendments, which have further reinforced measures to ensure proper management of construction sites. In particular, developers are required to observe three principal laws: the law on territorial planning, the law on territorial inspection and control, and the law on the monitoring and regulation of construction work,’ Koçiu stated.

‘When a violation is detected at a construction site, the inspection team prepares a report documenting the offence. A copy is provided to the party on-site for signature. If they refuse to sign, the report is formally served. From the date the report is issued, an administrative decision, usually involving a fine, must be taken within ten days. Depending on the nature of the violation, this may also include a demolition order or a suspension of works,’ the inspector stated.”

“Minister Koçiu emphasised that ‘it is crucial to make clear that any attempt to exploit the system for economic gain is currently impossible.’

She also urged prospective property buyers to exercise caution and ensure that building permits are being properly implemented.

This is a repeated call to citizens to exercise caution and to verify that the building permit and the property they intend to purchase are being implemented as authorised, both on paper and on site,’ Koçiu urged.

She also emphasised that, since the beginning of November, an uninterrupted operation has been underway to monitor the implementation of construction works across the Farka area and beyond. Regarding the property that was inspected, she congratulated the builder, who was found to be fully compliant with the issued permit.
