The EU Delegation in Albania said today’s threats know no borders, and that security and defence partnerships aim to turn shared interests into concrete action.

The EU-Albania partnership covers cooperation across several areas, including crisis management, countering hybrid and cyber threats, combating terrorism and border management.

According to the EU, Security and Defence Partnerships are non-binding bilateral political instruments that enable cooperation with partner countries on issues including crisis management, cybersecurity, maritime security, counterterrorism and the resilience of critical infrastructure.

The partnerships also aim to strengthen coordination on defence initiatives, develop joint activities and involve partner countries in the EU’s Common Security and Defence Policy missions and operations.

Another key area is addressing emerging threats, including hybrid attacks, disinformation and cyber threats, while strengthening efforts to mediate and prevent conflicts.

The EU says countries with a Security and Defence Partnership may gain access to joint defence procurement through the SAFE (Security Action for Europe) instrument, while entities in those countries may benefit from EU funding following the approval of additional agreements.

Albania is among the partner countries with which the EU has established such a relationship, having signed a Security and Defence Partnership on December 18, 2024.

According to the EU, these partnerships aim to strengthen international cooperation and the ability to respond to emerging security challenges, with long-term stability seen as the outcome of sustained and reliable partnerships.
