Zhupa presented the objections to this law, highlighting the damage it would cause if approved as put forth by the government.
According to her, the law will bring about centralization and politicization of science. Zhupa drew attention to the management of the Scientific Council by the Prime Minister, stating that “every university is on the edge of losing autonomy, and professors, departments, and doctoral schools are being stripped of their powers, and monopolized within the government.”

“The concept of this law, through centralization and political assessments, aims at supporting only a group within the academia for scientific research, and is not consistent with the fundamental principle: Knowledge in universities must be based on the scientific creativity of every lecturer. Under this draft law, there is no funding if it doesn’t please the government; there is no scientific research if it is not in line with certain economic, social, agricultural, technological policies,” she stated.
Zhupa also stated that this draft law runs counter to the Constitution and two laws, specifically the higher education law and the law on the Academy of Sciences.
