According to the published document, the selection of the winning bidder will be made based on an open competitive procedure. The duration of the concession / PPP contract is 35 years from its entry into force.

The estimated value of the project is estimated at EUR 34.3 million.
Bidding companies must meet the criteria of experience in projects for construction or renovation of at least one airport where renovation consists in the passenger terminal; runway and accommodation (category 3C or art), over the last 10 years, with a capacity of 1 million passengers or more.

Procurement documents stipulate that the concessionaire will continuously develop and update (every 5 years) the master plan of Saranda International Airport, including forecasts for passenger flow, security, new investments, etc.

The terminal will be designed and maintained with the aim of expanding the airport’s capacity to 2 million passengers per year. The total area of the new terminal in the first phase will be at least 5 thousand square meters.

Setting the Saranda airport to operation is one of commitments of Albanian govt.

According to the Transport Sector Strategy and Action Plan 2016–2020, the main challenges in the air sector for the planning period 2016-2020 are creation of adequate conditions for a more competitive market with liberalized air services that will bring about the reduction of travel expenses for passengers.”

Saranda Airport is located about 6 km away from the city of Saranda, near the national road, 20 m above sea level. In the perimeter of the project area some distance from it are the villages Cukë, Caush, Aliko, Neohor, Dritas, Plaga e Re, Skate. On the western side, the project area is bordered by the hills where the village of Lëkurës is located with its castle and beyond the hills lies the town of Saranda. The Bistrica River flows through the project area along this side. To the south it is bordered by Butrint Lake.
