TIRANA, May 23 /ATA/ – By Maela Marini/ Ibrahimaj on Tuesday attended the meeting of the Parliamenary Committee for Economy and Finance which discussed the changes to the law “On salaries, bonuses and structures of independent constitutional institutions and other independent institutions established by law.”

Ibrahimaj emphasized that this draft law aims to pave the way for a deep reform of salaries in the public administration, starting from the entire state hierarchy.

“Today, through this draft law, we intend to enable a salary increase that was unthinkable until a few years ago, bringing the average salary in the public administration to 900 euros within the span of one year through two steps. We have followed through the reform of raising the minimum wage, which since April have gone up 40,000 ALL. The aim is that within this term, the minimum wage will reach 45 thousand ALL. This policy aims to help a group of employees earn dignified salaries,” she said.

Ibrahimaj emphasized that, in drafting the bill, we have analyzed the differences with the countries of the Western Balkan region, adding that in the next 10-15 years the salary in the country will be comparable to the EU average.

“The main objectives as part of the draft law are the creation of a salary pyramid for some constitutional and independent institutions, which will be in line with their importance. Having set the President’s salary as the highest salary in the Republic of Albania, several other constitutional and independent functions created by specific laws are also connected, creating a hierarchy of these functions, but at the same time disconnecting them from other public administration functions,” she said.

Ibrahimaj emphasized that, since 2006, several legal changes have been made that are related to the scope of the law that is currently in force.

According to Ibrahimaj, the salary increase reform for some other groups of civil servants and public administration employees cannot be implemented if the proposed change is not approved.
