TIRANA, Sept. 26 /ATA/ – Main emergency department at the Mother Teresa University Hospital in Tirana is being reorganised under a new management and operating model aimed at improving efficiency, team coordination and response times, Health and Social Welfare Minister Klodiana Spahiu said on Saturday.

The hospital’s multidisciplinary emergency unit treated about 91,000 patients between January and September 2026, Spahiu said.

Spahiu said the new model was designed to improve the organisation of processes and resources and raise the quality and efficiency of care across the emergency service.

Patients undergo an initial triage before being directed according to their respective codes, including white, yellow and red, to the observation area or other designated units, an emergency department staff member said.

Health Minister also stressed the need to prevent the emergency unit from being overwhelmed by cases that could be treated through primary healthcare.

“We need to ensure proper triage, but we also need greater awareness that cases that do not require emergency care and can be treated by a family doctor should be handled by the family doctor,” she said.

She also highlighted the importance of coordination with regional hospitals, particularly when patients are referred to the university hospital.

“If we can ensure proper triage and strong coordination with regional hospitals when cases are referred to the tertiary hospital, we will achieve our goal of improving the performance of the emergency unit at QSUT,” Spahiu said.

TIRANA, July 11/ATA/ Prime Minister Edi Rama held a meeting today with the mayors of municipalities on local performance in function of the “Albania 2030” vision and the unstoppable progress towards European Union accession.

Speaking about the “Agriculture 2030” vision, Rama emphasized that, “The local agriculture is a challenge, in the sense of local governance”.

Rama expressed the belief that, “It is necessary that the share of agriculture in the organizational structure of municipalities takes its deserved place, about 30% to 70%.

“So, there are municipalities in Albania that need to pay more attention to agriculture and the countryside than to the small town center. And they need to have much more staff dealing with agriculture and the countryside than dealing with municipal affairs of the town”, said Rama.

In this regard, the head of government emphasized, “The management of the municipality must be divided between the deputy mayors: those who deal with urban issues and those who deal with rural issues; it is necessary,” said Rama. /gj.m/j.p/p.s./

TIRANA, September 16 /ATA/ Minister of Tourism and Environment Mirela Kumbaro said today that they are working on a package of changes on beach management because the country’s comprehensive tourist offer has also changed the philosophy of travel.

The minister stressed that access to the beach is a public right for everyone and this principle should prevail.

“Foreign or local visitors no longer stay from morning till night at the seaside, but also want to explore the adjacent beaches, agri-tourism, cultural sites, trails, festivals and local fairs, trends that have drawn a new model of the use of beaches, which focus on the right to use more public spaces or at a minimal cost managed by the municipalities”, said Kumbaro.

Meanwhile, according to her, “Hotels will continue to apply for beach areas under the clear rules of price transparency, changes that we will reflect and specify in a government decision within the month of September”.

“We made changes from 2021 to 2022, where we increased the space of public beaches from 20% to 30%. As a matter of fact, this year 50% of the entire beach line was public, but we thought after the observations of the season that we need a reorganization of the way we provide these”, added Kumbaro.

According to her, “The main business of an operator that will do business in the field of maritime tourism cannot be sun loungers”.

“The hotel is the main business, the restaurant is the main business, which does not necessarily need to have a beach. In the case of serious investments, large hotels, they will certainly be given the opportunity to apply to have a managed beach in front of the hotel,” she said.

Kumbaro clarified that “we will have more public spaces”. “It will be a greater task for the municipalities which will have a great responsibility of managing these spaces, but also of providing services, such as sun loungers or umbrellas already from the municipalities, but in a much more controlled manner”, she added.

Secondly, Kumbaro said that there will be transparency in prices.

“Despite the fact that even today we are talking about a request, this will be one of the elements that will be checked. Therefore, a reorganization of how the privately managed stations will be applied and distributed. It is more or less what we have been building throughout August, and the prime minister announced that we are rendering it into a government decision that will be released in September”, she added. /m.m/p.s./
