TIRANA, July 14 /ATA/ The Constitutional Court held an event today to present the “Guide to the Jurisprudence of the Constitutional Court of Albania – Volume II.”
During the event, Elisa Spiropali, Speaker of the Parliament, announced that an International Conference focused on Justice Reform is scheduled for October this year.

“I have important news to share: In October 2025, to commemorate the 70th anniversary of the Venice Commission and the 30th anniversary of Albania’s membership into the Council of Europe—celebrated just yesterday, on July 13—the Albanian Parliament will host an international conference in Tirana. The event will focus on justice reform, electoral reform, and constitutional justice,” she stated.

“One of the panels will be dedicated to the challenges and role of constitutional courts in safeguarding democratic order and human rights in the member states of the Council of Europe.”

“This will be an opportunity to share experiences, reflect on our common journey, and build a clear vision for the future of constitutional justice in Albania and beyond, said Spiropali.

Spiropali went on saying that parliament of Albania will continue to support justice reform.

Spiropali also acknowledged the Constitutional Court’s key role in strengthening the rule of law and emphasized that the country is at a pivotal juncture.

“The Parliament of Albania will continue to strongly support justice reform, the reinforcement of constitutionality, the enforcement of the law, the fight against impunity, and the protection of human rights and freedoms — in pursuit of an independent, fair, and professional judiciary built on facts, evidence, and legal standards, with integrity, not on perceptions or vested interests,” she stated.

“The reform of the justice system must result in enhanced citizens’ access to justice, strengthen legal security, and ensure the expeditious adjudication of cases—objectives that necessitate prompt and joined up institutional engagement.

There is a legitimate public expectation that the judiciary shall operate with efficiency, impartiality, and professionalism, in strict adherence to the law and procedural safeguards. Procedural rights and safeguards must not be treated as mere formalities, but must be fully respected and effectively enforced, forming the foundational basis of our legal system.”

“Meanwhile, the Parliament remains dedicated to diligently overseeing the enforcement of the Constitutional Court’s rulings, as an integral part of our ongoing commitment to uphold constitutionality and the rule of law,” she stated.

Speaking about the publication of the Guide, Spiropali stated, “Volume Two of the Guide to the Jurisprudence of the Constitutional Court is an important document with valuable insights into the consistency of the Court’s decision-making, the content and quality of its rulings, as well as practical benefits as a source of reference for the cases reviewed and reflected therein.

The decisions of the Constitutional Court also represent a contribution to strengthening the rule of law as a whole.”
