Prime Minister Edi Rama said on Tuesday that the transformation of the Palace of Congresses and the redevelopment of the surrounding area aims to create a new tourist hub in the capital.

Speaking at the international competition for the redesign of the Palace of Congresses, Rama stated that the state is now becoming a property owner.

“The state addresses its own needs by making resources available, just as all legitimate owners of their assets do, but no longer as in the past—no longer by allocating them for development at symbolic costs and returns, but by becoming a major owner of valuable assets that remain at the disposal of the state,” Rama said.

 

The Prime Minister noted that there are still a significant number of spaces where public institutions operate in rented premises, for which rent is paid to private owners.

Rama said that the state is strengthening its ownership of assets while also driving a broader transformation in urban development and construction quality.

The Prime Minister noted that the Palace of Congresses has significant deficiencies in its internal building systems and infrastructure that require intervention. He added that the project now calls for a comprehensive architectural transformation and adaptive reuse approach, while preserving the building’s original identity and formal architectural character.

 

 

The Prime Minister said that cooperation with the private sector also entails the development of one or more buildings in the area surrounding the Palace of Congresses.

“The ultimate goal is to modernize the building in terms of technology, improve the quality of its interior spaces, and comprehensively reorganize and reactivate its structure. This palace and its surrounding area will become a new destination in tourist Tirana, no longer a silent, inactive enclave, but a vibrant urban space, similar to what we achieved around the former stadium site, which is now another center of life in the capital,” Rama said.
