TIRANA, Jan 28 /ATA/ The Council of Ministers has approved the decision to establish the Central Registry of Real Estate Database, referred to as the Fiscal Cadastre. This marks a significant step towards enhancing the administration of property taxes and improving the management of real estate ownership data in the country.

The state registry will be created and managed by the General Directorate of Property Tax, in cooperation with the National Agency for the Information Society, ensuring alignment with applicable legislation and national data management standards.
The registry includes comprehensive information on buildings and their units, owners, developers, and users, along with data on value zones defined by geographical boundaries, reference prices, and the tax base. It also covers tax rates for residential or economic use, unfinished buildings, arrears and penalties, tax liabilities, and reimbursements.

For each building unit, the registry also includes details on the surface area, value category, privatization and construction status, unit usage, and the relevant taxes.

Taxpayer information encompasses a unique technical ID, personal details for individuals or IDs for legal entities, the address, legal status, and the taxpayer’s share in the building unit.
The registry distinguishes between primary data, collected directly for tax purposes, and secondary data, obtained from other state databases to ensure consistency and accuracy.
The General Directorate of Property Tax is fully responsible for the registration, updating, and monitoring of data, assisting municipalities, and ensuring that system users are provided with the appropriate credentials.

Municipalities have the right to register and correct data on real estate within their territory and are obligated to administer the property tax in the registry, starting from February 10, 2026.

The registry will interact with other state databases, including the Real Estate Registry, the National Civil Status Registry, the National Address Registry, the Commercial Registry, the National Geoportal, insurance registers, and electronic tax and permit systems, ensuring the integrity and consistency of information at the national level.
The utilization of the registry is subject to control and continuous monitoring, with audit logs recorded for each user action to ensure that data is accessed and utilized exclusively for operational purposes and in strict accordance with the applicable legislation.
Public authorities are authorized to access and utilize the data, enabling consultations and the printing of extracts as necessary.
